The Civil Rights Act of 1866

Sec. 1981. Equal rights under the law. All persons within the jurisdiction of the U.S. shall have the same right in every State and Territory to make and enforce contracts, to sue, be parties, give evidence, and to the full and equal benefit of all laws and proceedings for the security of persons and property as is enjoyed by white citizens.

Executive Order No.11063

President John F. Kennedy orders all federal agencies to prevent discrimination because of race, color, creed, or national origin in the sale, leasing, or rental of residential property owned or operated by the Federal Government, or provided with loans, advances, or grants by the Federal Government, or provided by loans insured, guaranteed, or secured by the credit of the Federal Government.

Civil Rights Act of 1964 (P.L. 88-352)

Title VI: No person in the U.S. shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.

The Fair Housing Act

President Lyndon Johnson signed the Civil Rights Act of 1968.

1969

WA Law Against Discrimination Amended

To expand prohibited discrimination beyond publicly assisted housing to "real estate transactions" because of race, creed, color, or national origin.

WA Law Against Discrimination Amended

To prohibit sex and marital status discrimination in real estate transactions; and to prohibit discrimination in credit and insurance transactions because of sex, race, creed, color or national origin.

Section 504 of the Rehabilitation Act of 1973 (P.L. 93-112)

Prohibits discrimination based on disability under any program or activity receiving Federal financial assistance or under any program or activity conducted by any federal agency.

Equal Credit Opportunity Act (P.L. 93-495)

Makes it unlawful for any creditor to discriminate against any applicant on the basis of sex or marital status with respect to any aspect of a credit transaction.

Housing and Community Development Act of 1974 (P.L. 93-383)

Community Development Block Grants established for state and local governments to promote viable urban communities, and creation of Section 8 rental subsidies for low-income families.

Home Mortgage Disclosure Act of 1975 (P.L. 94-200)

The purpose of this Act is to provide citizens and public officials with sufficient information to enable them to determine whether depository institutions are filling their obligations to service the housing needs of the communities and neighborhoods in which they are located.

Age Discrimination Act of 1975 (P.L. 94-135)

Prohibits exclusion from participation in, denial of the benefits of, or subjection to discrimination under, any program or activity receiving Federal financial assistance, because of age.

1977

The Community Reinvestment Act of 1977 (P.L. 95-128),

Federal financial supervisory agencies shall assess a financial institution records of meeting the credit needs of their entire community, including low- and moderate-income neighborhoods, and take such record into account in evaluation of applications for deposit facilities.

1988

Fair Housing Amendments Act of 1988 (P.L. 100-430).

Added disability ("handicap") and familial status to those protected from housing discrimination; established an administrative enforcement process;and increased penalties for violations.

1995

Housing for Older Persons Act of 1995 (P.L. 104-76),

Amends the Fair Housing Act by providing an exemption from liability for violations for housing that meets the requirements for housing for people 55 and older.
